The land was owned by Amelia Rapp of White Bear Lake, and sold to James J. Hill in the 1880's. The land was continuously farmed, alongside the other North Oaks farms, until 2004. The combination of open farmland surrounded by forest, rolling terrain pocketed with wetlands of varying size, and stands of mature trees give the planners of the Rapp Farm community the opportunity to create 'terminal vistas'. The layout is designed to feature numerous neighborhood green spaces linked by footpaths and trails. Randall's Overlook is the first feature seen when entering the north end of the community. It is part of a series of neighborhood parks. Rapp Farm provides its residents with a combination of privacy, intimacy with nature, and convenient connections to the larger metropolitan community. Limited access to Rapp Farm will be provided along County Road J which connects to Interstate 35E just minutes away. To assure the private nature of the Rapp Farm neighborhood within the larger confines of North Oaks, a buffer of trees will be maintained along the Highway J. A system of carefully designed trails is connected to Rapp Farm within the 660-acre Conservation Area to the south. The North Oaks Company granted the Minnesota Land Trust a conservation easement over this land in December of 1999, legally guar- anteeing that the land will remain undeveloped in perpetuity. The open space area is available for the benefit of all the residents of North Oaks, but the Rapp Farm neighborhood will enjoy a particularly intimate relationship with this tremendous natural environment. Home to deer, fox, eagles, and boundless other wildlife, the Conservation Area is accessible by a system of trails designed for hiking, running, biking and skiing in the winter. The first phase of residential lots includes thirty-four carefully designed lots on the eastern side of Rapp Farm. Lots on the eastern and southern edges of Phase I will border on the Conservation Area. All of the lots will have city sewer and water service and will be in the Mounds View School District. All of the streets in the Rapp Farm neighborhood have names associated with some of the most colorful summer visitors to the area - butterflies. The entrance to Rapp Farm will be known as Monarch Way with other Phase I roads named Crescent and Leaf Wing.
